Updated 4:00 p.m: The center of Tropical Storm “QUINTA” (international codename: Wukong) was estimated based on satellite and surface data at 90 km Southeast of Guiuan, Eastern Samar (10.3°N, 126.5°E) with maximum sustained winds of 75 kph and gustiness of up to 90 kph. It is forecast to move west at 24 kph. Northeast monsoon affecting Luzon.
